SSWCD Board Meeting Minutes

Call to Order 6:10 pm

Pledge of Allegiance

Roll Call – Benson, Young, York, Duncan, Kendrick not present but arrival is delayed

Approval of Agenda – Motion to approve by Duncan, Seconded by York, Approved unanimously

Approval of April Minutes – Motion to approve minutes as amended made by York, seconded by Duncan; Approved unanimously

David Millard NRCS Report – David Millard presented work activity report for period from 3/8 through 5/10/2016

Supervisor Kendrick joined meeting

Chairs Report – Chair welcomed Kris Cole, teacher from Seminole High School; Mr. Cole commented on last meetings fracking presentation and thanked the Board; Mr. Cole’s students were in attendance and benefited from the presentation.

Chair discussed success of the Casselberry and “LESA” (Lawton Environmental Study Area, Lawton Elementary School) Earth Day events

Chair discussed AFCD Area 3 meeting attended by Supervisors Benson, Young and Assistant Supervisor Mahnken.  Topics included:

                Legislative Update by Senator Darren Soto

                NRCS Update – re: cooling pads, conservation and grant programs, etc.

                Lake Okeechobee TMDL

                Legacy Florida Bill

                Springs: elimination of spray fields and conversation of septic to sewer along Wekiva

                Central Florida Water Initiative

                Longwood and Altamonte Plans to convert septic to sewer

One of the poster contest award recipients from SSWCD was voted #1 at the AFCD meeting and will move to the State level competition

AFCD Annual meeting will be held July 29th and 30th in Ocala.

Chair reported that a task force will be meeting to discuss a fracking resolution with language that will be more acceptable to the different Counties and municipalities.

Chair discussed operation of the recording equipment and the instructions provided by Ms. Longo.

Chair discussed the SSWCD documents currently stored in a County maintenance building. SSWCD has access to those records from M-F 8 to 5.  Benson and Menzel each have a key to that storage facility

Chair discussed digitizing those documents.  SSWCD has largest consolidated record in the County.

Chair Benson asked that a motion be made to digitize those records with assistance from Menzel.

Duncan made a motion to digitize all SSWCD documents into the RICHES program to be coordinated by Associate Supervisor Donald Menzel, motion seconded by York.  All in favor.  Passes unanimously.

A discussion followed to clarify that Supervisor Duncan has the key to the PO Box and will be checking the mail weekly

Vice Chair Report – No report

Treasurer Report – Reported account balances:  SSWCD - $36.12; Conserv All Ways, Inc.- $322.10

Young suggested interest in addressing County commissioners to budget the SSWCD funds for various needs including website, AFCD dues, and future programs.  Young made a motion to ask County commissioners to fund $5000 for fiscal year 2017.

Supervisor York seconded motion

Associate Supervisor Menzel suggested approaching the Seminole County BCC to request office space at a County facility and also mentioned that after discussion with a BCC Commissioner, there has never been a formal request made.

David Millard commented that the Board needs to have a very detailed coherent request to be able to communicate the BCC what the SSWCD does and how the money will be used.

Supervisor Benson requested that this Board hear the presentation prior to addressing the BCC.

Mr. Cole mentioned that he would be willing to provide a letter to the BCC in support of the SSWCD and suggested that an educational component of a proposed budget be considered.

After further discussion, Supervisor Young suggested that the discussion be tabled and Chair suggested that the discussion can continue through email.

Young plans to attend Volusia and Brevard SWCD Board meetings, Duval, St. Johns, Osceola, Lake.

Secretary Report – Community meeting for Goldsborough motion, conducted Southwest Road ditch assessment, contacted residents concerned with the ditch issue.  Will continue to follow up on the issue.  Duncan also attended County DRC meeting.  Discussed Earthfest.  Visited West Lake Brantley Road regarding redevelopment of a former nursery property.  Discussed a citizens request to evaluate panther occurrences.  Attended Oviedo City Commission meeting; the City is working on coordinating with other Cities to attend the Orange County Commission meeting when a proposed development in the northeast region of Orange County will be addressed.

Public Relations Report – Thanked all that attended the Casselberry Earthfest.  Talked to numerous local organizations such as Audubon, Seminole County, Florida Native Plant Society etc. at the event.  Supervisor York discussed model fertilizer ordinance being addressed by the BCC on July 26th and suggested the Board be in attendance if possible.  Discussed a possible Seminole County Soil and Water Day event with Seminole County School Board.

Old Business

Website changes - Jason LaTorre was introduced.  Mr. LaTorre recapped his proposal and website recommendations for the website.

Five Year Plan - Mr. Millard distributed a document that consolidates the progress on the 5 Year Plan to date with the intent that the Supervisors review the draft to date and commit to the various plan goals and objectives.

Benson asked if the Supervisors would be interested in doing the workshop at the beginning of June 14th meeting at 6 pm.  And regular meeting will start at 7 pm.  All were in agreement.

New Business – No new business; HB 7007 – Solar Amendment; not enough votes.  However, there is a a constitutional amendment that will be on the August ballot with some language that includes aspects of the Solar Amendment

Announcement and Open Comments – Mahnken and Young will be attending Seminole County SERV Lake Howell lakeshore replanting event
