SSWCD Board Meeting Minutes

Tuesday, November 15, 2016


Call to Order 6:13 pm


Roll Call - Supervisors Young, Menzel, and Benson present.  Supervisors Mahnken, and York absent. 

Approval of Agenda - Supervisor Menzel moved to approve agenda, Seconded by Supervisor Young.  All in favor.

Approval of October Minutes - Supervisor Young moved to approve agenda, Seconded by Supervisor Menzel.  All in favor.

Approval of September Minutes - Supervisor Menzel moved to approve agenda, Seconded by Supervisor Young.  All in favor.

RICHES Presentation - Dr. Connie Lester. Presentation was filmed, and will be provided to those invited but didn't attend.

NRCS Report-David Millard & Walter Albarran - Mr. Millard spoke about the programs that he works on in Seminole County are mostly technical (CTA) programs. There are sometimes funding provided for emergency programs (EWP) as well and he wanted the board to be made aware of that as well.

Mr Albarran wanted to update the board about the service provided in totality to our territory. As of right now there are 3 positions open on staff that he anticipates being filled fairly soon. He also brought up that Area 3 has funding for 16 new contracts still and in total for fiscal year 2016 serviced a total of 232 contacts. They will be hoping to increase the funding next year to 18 million throughout the state. Also February 3 2017 is the due date to sign up for the conservation stewardship program.

Chairs Report - Supervisor Benson gave an update about CALNO, that she anticipates that in January there will be a discussion about the Bi-laws. The fertilize ordnance is attracting the city's notice, and she has had a couple of meeting with the county staff and a couple of commissioners about it. CALNO will not meet in December.

End of the year filing for the board is completed

NACD membership was discussed and Supervisor Menzel moved to donate $50 for a membership, Seconded by Supervisor Young.  All in favor.

Vice Chair Report - Supervisor Menzel worked on bring the RICHES program presentation tonight and finding a videographer to film the presentation. He also did a follow up with Clerk of the Court Elect- Maloy about the availability of office space.

Treasurer Report - Supervisor Young reported account balances:  SSWCD - $49.48; Conserv All Ways, Inc.- $310.85. There was a book sale, and Supervisor Young donated $50.00 to the poster contest.

Poster Contest- He spoke with School Board Member Elect- Sanchez to see if she can help push it out to the public schools. Board discussed rewards.

Secretary Report - Supervisor Mahnken was not present.

Public Relations Report - Supervisor York was not present.

Old Business - None heard

New Business - Supervisor Benson is working on putting together classes that can be provided to the citizens through the county and cities. 

It was proposed to have a short business meeting in January in order to have a workshop over the Bi-laws and 5-year plan updated.

Supervisor Menzel suggested that the board has a formal swearing in ceremony at the beginning of next meeting, and that he has already contacted a Judge. Supervisor Young has agreed to participate.  A follow up will be done with Supervisor Mahnken. Supervisor Menzel will find someone if that Judge is not available.

Next Meeting December 13th, 2016 at 6 pm *Please note that meeting has been moved due to Presidential Election.
